The Imperative for an Integrated Resource Adequacy Framework

The global energy landscape is undergoing a rapid transformation, marked by the increasing integration of renewable energy sources and the escalating challenges posed by climate change and extreme weather events. Traditional approaches to resource adequacy (RA), often focused solely on generation capacity during peak demand, are proving insufficient to address the complexities of modern power systems. Significant global power outages, such as those experienced in Texas in February 2021 due to fuel shortages and extreme cold, Europe in January 2021 due to equipment failure, India’s record power demand in May 2024 driven by extreme temperatures, and the Iberian power outage in April 2025 underscore the urgent need for robust planning, reliability, and resilience in electricity supply.

In response to these evolving challenges, the Integrated Resource Adequacy Assessment Framework: A Holistic Approach to Power System Reliability and Resilience handbook proposes a comprehensive, framework-based approach to resource adequacy. This I-RAA framework goes beyond standard generation capacity measurements to encompass transmission, distribution, and demand-side resources. It integrates critical components of the power system, including demand assessment, fuel adequacy, generation adequacy, network adequacy, and the roles of electricity markets, while providing metrics for evaluating both the reliability and resilience of power systems.

The online event will explore the critical need for adopting such an integrated framework, discussing its practical implications for enhancing power system reliability and resilience, particularly in the context of India’s ambitious energy transition and the broader global energy system evolution. The session will feature insights from leading experts and a brief presentation on the handbook’s key concepts and methodologies.
