Our Approach to Excellence
FSR Global is an independent Regulatory Hub of Excellence that supports the Global South to deliver net-zero, resilient, and inclusive outcomes across critical infrastructure.
We apply systems thinking to make policy and regulation implementable in practice by aligning governance arrangements, market design, operational realities, and enabling digital infrastructure.
We convene coalitions across government, regulators, industry, and academia, combining applied research, capacity building, and proof-of-concept pilots to translate complex reforms into scalable delivery.
Our Journey
Founded in India in 2019 by the European University Institute’s Florence School of Regulation under a statement of intent with NITI Aayog, FSR Global builds on FSR’s legacy to strengthen transcontinental knowledge exchange on infrastructure policy and regulation. We operate as an independent sister school of FSR, bridging evidence, implementation, and institutional learning between the Global South and the Global North.

We are set up as a Section 8, non-profit company under the Ministry of Corporate Affairs in India.
We are governed by the Policy Council, which is constituted of Distinguished Fellows, to help develop and oversee the knowledge outputs, and is supported by expertise from a wider network of professionals. FSR Global is currently headed by Swetha Ravi Kumar who serves as the Executive Director of the organisation.
