Powering Progress: Towards a Gender-Inclusive Energy Future in India

India’s clean energy transition is accelerating, with national targets of 500 GW of non-fossil capacity by 2030 and net-zero emissions by 2070. Achieving this ambition will require not only technological innovation, but a workforce capable of delivering it. Yet, women constitute only 11% of India’s energy workforce, with under-representation in technical and leadership roles and limited integration of gender in policy design.
This report provides a comprehensive mapping of 100+ national and state initiatives that influence women’s participation, alongside an assessment of key energy schemes and sectoral trends.
Stakeholder consultations reveal persistent challenges across the pipeline — from access to STEM education, to workplace safety, flexibility, and leadership pathways.
A central outcome of the project is the Energy Dozen initiative, highlighting women leaders across the energy value chain and fostering mentorship and visibility.
The report calls for mainstreaming gender into energy policy, strengthening skilling pipelines, enabling workplace reforms, and building ecosystem-level partnerships. Gender inclusion is not peripheral to climate action; it is foundational to economic growth, innovation, and resilience.
This work underscores that India’s clean energy transition will only succeed if it is inclusive, equitable, and future-ready.
