BIOGRAPHY

Raj Pratap Singh, a retired civil servant of the 1983 batch, holds a post-graduate degree in electrical engineering from IIT Delhi and has had a diverse and distinguished 40-year career with an unwavering commitment to public service and impactful governance. He made significant contributions at both state and central government levels, serving in the Prime Minister’s Office as Joint Secretary and Private Secretary to the Prime Minister of India, as well as at the multilateral development institution (World Bank) as Sr. Advisor. After his superannuation from Civil Services in June 2018, he served as the Chairman of the UP Electricity Regulatory Commission until June 2023.

During his tenure in the regulatory commission, Singh showcased his expertise in regulatory frameworks, corporate governance, and policy formulation. His profound influence on public administration was particularly evident in the field of electricity regulation. Singh played a pivotal role in shaping the electricity regulations in the state of UP, focusing on energy security, tariff designing, clean energy transition, peer-to-peer energy transition, power market development, etc.

He has represented India in numerous bilateral and multilateral international forums, including Bank-Fund Development Council Meetings, IDA Multilateral Debt Relief Initiative, etc., and has widely travelled.
